The insurance company will use the police report to help them settle disputes. The police report will detail exactly what happened in the eyes of the police officer and if the other party is at fault.
It is also important to recognize that the citation given cannot be entered into trial. This is an opinion of the police officer based upon what his judgement is as he arrives to the scene later. Unless he is a witness to the accident, the police officer’s opinions are typically not admissible in court.
